12 Dec Beacon Rebate Model: December Pulse Check and Key Updates to Know Before January 1
Below is your December pulse-check on all things Beacon and rebate. One more thing: Beacon quietly published its full Data Validations Overview, and it’s hefty. Watch for a separate update soon, we’ll walk you through what changed and what you may need to adjust before January 1.

Please ensure your bank letter is dated within the last six months, as Beacon will not accept older documentation for verification.
Submission Timing
Beacon has clarified that 340B rebate submissions should only occur after the patient has actually picked up the prescription or the drug has been administered. Submissions based solely on adjudication, but returned to stock will require reversals. This is something to consider in the upload timing.
The date of service remains the adjudication date, but the claim should not be submitted until the dispense is final. Though they haven’t said that you can’t submit earlier, this could create a reversal later. Consider cashflow timing when deciding what is best for you.
Self-Pay Claims
For uninsured or self-pay claims, Beacon requires:
• BIN: 99999
• PCN: CASH
• Health Plan Name/ID: CASH
Pharmacy Claim Identifiers
Pharmacy claims must include the native prescription number as generated by the pharmacy. This number will be hashed by Beacon, but the original value must be submitted to ensure proper matching and reconciliation.
Medical Claim Identifiers
Medical claims must include:
• Claim number
• Claim line number
• Rendering physician NPI
These are the unique identifiers used within your internal billing system for your own reconciliation purposes.
Receipt Files
Beacon does not retain receipt files. Please download and store the receipt file after each submission, as this is your permanent crosswalk for reconciliation back to native claim data.
Contract Pharmacy Eligibility
Manufacturer ESP policies continue to apply. If a contract pharmacy is not eligible under the manufacturer’s ESP rules, the rebate will be denied. ESP submissions for rebate-model NDCs will not be accepted.
Wastage and Same-Day Administrations
Multiple administrations of the same product on the same date must be aggregated into a single medical claim. Wastage should be submitted as a separate claim with the JW modifier.
Rebate Payment Structure
Rebates continue to be paid at the claim level, including fractional units. No package-size accumulation is required for payment.

Novartis Added to the Pilot
HRSA approved Novartis for the rebate model effective April 1, 2026.
Year-End Preparation
Transition allowances remain limited. Please work with your TPA and pharmacies to order down accumulators for all rebate-model drugs before December 31.
